Finance Aspect May Have 2 Holding Institutions

Following our distinction between a department and a services institution – in that a department exists to develop a sector primarily through infrastructure development whereas a services institution primarily provides services even if with the attendant infrastructure required – the Sanitation Department should actually be Sanitation Services.
Like Education and Health services that offer services to the people, the Sanitation Services is responsible for full-time cleaning of the streets and all public facilities and spaces that are not under the control of any private or other government entity, by contracting out or directly employing for such cleaning services. They should also be responsible for providing and maintaining bins for this purpose, as well as waste collection.
