It is possible for the Finance Aspect of government to comprise two holding institutions: the Dome of Finance and the Dome of Government Repos or Dome of Capital.
The Dome of Capital would envelope all institutions responsible for exploring, managing and growing government’s resourcing or financing opportunities, including all the funds, reserves and any other relevant initiatives, while the Dome of Finance would envelope institutions responsible for the core functions of finance: revenue collection (income), budgeting and disbursements (expenditure).
